MDOT Local Agency Programs experience, not general MDOT experience, is a pass/fail signal that staff screen before a proposal reaches Council. The Michigan FOIA makes all proposal content public on submission, so any remote team works under a written NDA, never contacts the City, and never stores non-public City data outside the prime's controlled US IT environment without written City authorization.

The rule
Six City forms must be signed and returned: Non-Discrimination Affidavit, Vendor References, Non-Collusive Affidavit, Conflict of Interest Disclosure, Hold Harmless and Indemnity, and Iran Business Relationship Affidavit. The City disqualifies a firm that fails to respond to required elements.
